The Public Sector Standard Conditions of Contract (PSSCOC) underpins Singapore‘s
public construction procurement This clause-by-clause commentary on the 8th Edition
— incorporating all amendments to June 2024 — explains each provision's intent,
commercial rationale, and judicial interpretation. Drawing on Singapore court decisions
and legislative developments from 2015 to 2026, the second edition deepens the
analysis of key provisions and extends to the new clauses and option modules
introduced in the 8th Edition. It addresses the impact of the Public Sector
Accountability Framework on contract administration and the collaborative contracting
model under Option Module E and anticipates how artificial intelligence may reshape
contractual practice. An essential reference for contractors, consultants, project
managers, lawyers, claims professionals, and adjudicators.
